China mobile communications industry has undergone many changes and challenges through its development, much abuse in original operations were gradually exposed. At the same time, new demands were raised by the market. At present, understanding and grasp of the useing of the resources are lacked of in the most telecommunication companies, it caused that the resources are distributed unbalanced and can't be used effectively. The faultiness of the forecasting mechanism leads to unbalanced distribution and low level utilization rate of resources, the allocation of resources is difficult to meet the market demand. Especially in urgent and important situations, higher requirements are raised.Scene-based dynamic adjustment of resources system for SHANDONG Mobile makes forecasts of datas such as Traffic in different scenes to solve the problem. It adjusts the resources dynamically according to the forecast results to meet demand of some scenes that may have a sudden change of the traffic and load.Main function of the system is that network managers can define a scene conveniently and get the predictive values of indicators automatically; the values help them to adjust resources timely. The types of scenes include major holiday scene, such as Spring Festival, National Day; major events scene, such as Eleventh National Games; and everyday scene. The resources are mainly refers to sorts of communications devices, including CELL, Base Stations(BTS), Base Station Controllers(BSC), Mobile Switching Center(MSC) and so on. The system starts a work order by interface to coordinate departments and adjust the using of resources after the forecasts.The scene-based dynamic adjustment of resources system achieved the purpose that it makes analysis and forecasts to Network Elements of different majors in urgent or important scenes, the system improved the balance and utilization rate of resources, meet users'needs.
