This paper mainly studies of resource prediction algorithm in cognitive radio network system and its application in resource mobility. Initially, technology of cognitive radio, fundamentals of cognitive network, causes of resource mobility and the contents of resource mobility management are introduced in this paper. The mobility prediction method of available resource time based on ON / OFF channel model and its application in resource selection are studied subsequently. The estimation value of available time is derived from the historical information, and the value can determine which channel and how long time to be used. Simulation results indicate that with the prediction of channel idle time length, the number of interruptions is obviously lower than random case and reactive case. The channel select algorithm base on the prediction value of available time can adapt to available resources mobility over time. Afterwards, resource mobility management base on the change of network resource need was study. The allocation was done used the balanced network resource allocation algorithm combined with the marginal cost of network and the predicted value of network traffic. Simulation results indicate that using the prediction value of network traffic, distribution of resources can adapt to the changes of network traffic in advance. It's more rational and efficient use of resource with the prediction value than the current value. At last, a simulation platform based on software defined radio is designed and constructed.
