The Research Of Delegation Audit Model In Administrative Examination And Approval System

With the development of E-government, the application of administrative examine and approval on internet is used more and more widely, which shortens the time of examination and approval, improves the efficiency of government office, and makes the public free of the shuttling bitter. The administrative examination and approval system contains several subsystems, they restrict and cooperate mutually. The entire system involves multiple user roles, develops the application pattern of connecting the higher administrative agencies by special network, connecting to the committal management department transversely, extensing to the community and connecting to million citizens by wide area network. For such a big system, the role-based delegation technology distributes the centralization management, and makes the management of authority convenient. With audit function involved, the role-based delegation audit technology manages the examination and approval system from the angle of safety.Based on the existing role_based dynamic delegation model, this paper adds audit element into it, proposes the post-role-based delegation audit model and formalizes it. This model supports four layers structure of permission-role-user-post. This paper explains the corresponding relationship of permission-role, role-user, user-post, role-post, permission-post, permission-user, and audits the relationship of them, and gives audit function cross-references and user operation audit rules. At last, this paper gives the detailed designment of the post_role_based delegation audit model in administration examine and approval system, designs all the audit elements, and provides reliable basis for later events by taking track of delegation operation and executive operation of the delegated user.The post-role-based delegation audit model can record operation information for dissecting after the event and also have warning capability when abnormal operation happens. The delegation audit model also provides favorable proof for delegation improvement, makes the role-based delegation research system perfect furtherly, and provides the theory basis and guidance for the system application development.
