The subject this thesis studied is to implement a Management and Education Information System for Fire Departments based on . Net Platform, which aims at the application requirements of the fire departments and adopts the design method of the distributed three-layer B/S structure.With the rapid development of information technology and the continuing perfected automatic construction in the army, the management capability of the army has been driven by the modernization. The application of the system drives information construction of the management and educational task in fire departments. It provides all kinds of accurate information of the army in time and scientific gist and data support for the decision-making service to all officers. The system which the thesis focused on has been operated in all the fire departments in Inner Mongolia, and has been judged by Huhhot Science & Technology Bureau. It is prepared to be popularized in the national scope.This thesis presents an implementation of a management information system based on three-layer B/S structure, which obeyed by the thinking of software engineering , the developing method of management information system and application of workflow technology. The system uses Object Oriented developing technique. It extends the classic mode of MIS with the method and technique of .Net Framework, from structure design to detail implementation. This system supports the communication of the front and background business logic using IIS+ASP.NET, and connects database by using the ADO. NET as its data engine. The peripheral interface introduces Web Services as it's approach to communicate with other systems, which is based on standard SOAP protocol , so that it can be easily integrated with other systems, which is called EAI.This system's data layer, business logic layer and presentation layer are correspondingly independent in order to make installation, configuration and management of system concentrated. Therefore it solves the conflict of the lack of basic technology engineer, reduces the costs of the system, and depresses the difficulty of running and operating. The system has characteristics of the distributivity, retractility, stability, usability and maintainability. Meantime it strengthens the function and visual effect by using multi-media technique. The design and developing process of the system which the thesis described is universality so that it can be referred by the kindred projects.
