The next generation network (NGN) contains various transformations in network construction which is occurring. The soft exchange is the present research hot spot among various countries' telecommunication departments, it will also become the telecommunication network trend in the development, our country's telecommunication operators have also been carring out the soft exchange network construction.The NGN technology has already become the network evolution goal at present, and after different manufacturers' tests and commercial trial in the recent years, the technology and the equipment already tend to be mature, the agreement also basically consummated, thus has met the wide range promotion requirement. At the same time the user is getting more and more intense to the personalization communication service demand, this requests the solid network to carry on network reforming, transforming the existing PSTN network to meet the new trade development need, and to increases the business income with the new technology for the enterprise, so as to give general customers better service.Therefore, this article begins from the NGN theory's developing process, studies the NGN network theorem thoroughly, jointing the enterprise's actual situation, tries to understand the present situation of Henan Netcom's network and the service demand , then proposes the NGN network construction's overall plan for 7seven cities of Henan, and describes in detail Henan's NGN network structure, equipment's disposition, NGN with other network intercommunication, route's plan, the link number and the band width computation, the network security and so on.. Its implementation will build the solid foundation for network reformation od Henan Netcom , and will provide very good reference for the next PSTN network's transformation, and will provide a powerful network support for enterprise's development.
