At present, strengthening the application of computer simulation technology has being gaining universal popularity among countries in military training. All armed services in America approach to various simulation systems which are not only relatively independent but also interconnected and can be used simultaneously. Our military has also made good progress in this regard. However, the CAPF have not had a virtual simulation system to dispose of various incidents yet because of their late start. In recent years, China enters on a key period of social transition and under the influence of various factors at home and abroad, China has faced to highlighted internal contradictions, frequent riots, increasing crimes and complicated struggle with the opponent armies, especially the riot incidents that are increasing year after year. Outburst, destruction, relevance, urgency, diversity, uncertainty as well as others are generally characteristic of the incident. All these characteristics not only force the CAPF to give rise to decisive decision-making, fast attack, being flexible and accurate disposal but also require the training of the CAPF to achieve a much higher level. As the CAPF carry out the project:"Scientific Training, Technologically Strengthened Police" deeply and gradually, the leaders of battalion headquarters proposed to establish a simulation system that is applicable to the disposal of incidents for the CAPF in order to enhance the level of training and their ability to process incidents.This paper proposes using behavior modeling to establish a virtual simulation system for the CAPF to dispose incidents. Its main ideas are as following:It discusses the existing modeling technology and brings forward a rule-based model using a rule-controlled method to make the behavior of entity conform to the behavior rules of the CAPF and using a hierarchically controlled structure to manifest multiple hierarchies of the CAPF department.It also designs and implements prototype system for the CAPF to dispose of incidents. At the same time the paper completes domain object modeling, rule-condition model, atomic behavior model and behavior rule model by coding, inputting rules and designing interfacesOn the basis of the research above, the prototype system has been tested in a virtual simulation system developed by the subject group. The testing simulates the disposal of incidents and has achieved expected results.
