Current civil road management and information are independently collected and processed by different departments and road infrastructure and pavement conditions along the road are recorded by manual, so that data collection and maintenance becomes a very heavy and inefficient work. In order to solve the problem, a new road asset management system based on video image was developed. By the real-time road digital video image acquisition and processing, this system realized the functions of highway condition monitoring and management, road asset inventory management, pavement deficiencies auxiliary evaluation, the establishment of road electronic map and the integration of highway GIS system.This paper mainly studied the calibration of mileage signs. To the error caused by non-linear travel of traffic in the process of odometer measured, the system putted forward a solution of amend data according to the actual mileage. To the error factor caused by tire pressure, the system's solution is according to a standard distance traveled calculates the tire displacement corresponding to a single pulse. The paper advanced a modified Kalman filter algorithm used to process GPS data. Based on the standard Kalman filtering theory and previous research, the paper introduced restrictive conditions in the process of filtering. The experiment verifies that the method can be effective improve the filtering accuracy. Finally a new method of calibrating milestone form GPS data, odometer collect mileage and key mileage signs was deduced. Preliminary experiment shows that the algorithm can satisfy the accuracy requirements of the mileage data and control the position error of about two meters, so that more accurately retrieve the mileage information.The system designed vehicles had collected information on the beltway highway and the second ring road of Xi'an many times, the system realized the collection of the video information of the road and the pavement, at the same time recorded automatically the information of mileage and GPS. The latitude and longitude processed by Kalman filter had been used to correct the mileage, whose accuracy up to 95%, so the method can meet the accurately positioning requirement.
