Research And Implementation Of The Police Information-Sharing System Based On Lucene

With the rapid development of informatization of public security, the volume of intelligence, which is collected, processed and cumulated from computers in all departments of the Ministry of Public Security, keeps increasing. To enable police officers to obtain valuable information from vast amounts of intelligence as quickly as possible, it is necessary to apply full-text search methodology to the management of public security intelligence and to enhance information-sharing within the police administration.This thesis introduces relevant theory and key methodology in information retrieval and discusses the application of information extraction and Chinese word-separation in the information sharing of public security intelligence in detail. It also introduces Lucene, a full text retrieval engine toolkit, and studies its structure, key data stream and application logic.This thesis analyzes the inadequacy of the current intelligence sharing mechanisms in the public security administration and proposes to establish a full text intelligence database to address this issue. It designs and implements a public security information sharing system based on system-requirement analysis. The framework consists of the file processor, indexer, retriever, etc. The file processor modules is capable of extracting texts from current common formats of intelligence resources within the public security administration and ultimately transforms them into predefined structures for full text indexing. It discusses the Chinese word segmenter, JE-Analysis, in detail and illustrates its applications in the public security field. This thesis also proposes concept extension for inquiry conditions to enhance the fullness and exactness of information retrieval.Through the design and implementation of public security intelligence sharing system, a platform is set up, where information is shared and authorized police officers can rapidly find relevant information among vast amounts of unstructured information. It integrates disparate sources of information into manageable forms to fully realize the power of intelligence in guiding field investigation, monitoring operations and alerting potential dangers.
