The construction of large hydropower station is a long and very complex infrastructure engineering project. The quality of the engineering project not only relates to the interests of the power system on its own, but also the safety of the residents' life and property, and economic development at the lower reaches of the river. Therefore, the quality management occupies a very important position in the period of the hydropower station construction. In practice, however, it is a cumbersome and complicated process for the quality management during the project construction. By adopting the system of artificial management, it is trivial and complicated, sometimes, could result in disorder of management and inaccuracy of data, causing a low efficiency of management, dragging on the project, and even endangering it. In such a case, if by using the information systems of the quality management, it can improve management quality and its efficiency, and save the cost.This dissertation is based on the system of quality management at DGS Hydropower Project which has completed being a subsystem of engineering project management system of DGS Hydropower Project. In the requirement part of the article, the author firstly expanded on DGS Hydropower Project management system, and discussed the relationship between the quality management system and its other subsystems. Then, gave an in-depth analysis on its four subsystems and established corresponding use-case-model for each one. On this basis, the article has planned the quality management system as a whole functional structure, going along with summaries on their functions of the various subsystems. Upon completion of the function structure, the article described in detail about system structure, which is divided logically into three stratifications, based on the Spring framework. To achieve a functional logic of each layer, we adopt related technology in every layer. In the presentation layer, Spring MVC framework is used to deal with the realization of its business handling; in the business logic layer, Spring Transaction Manage is used for business management; in the persistence layer, Hibernate framework is used for a lasting operation. In addition, in order to achieve loose coupling between each layer, we used of the principle of inversion of control in each layer invocation. Finally, the article discussed in detail in design and implementation of various sub-systems under the framework of the quality management system, and focused on the technological application of Spring AOP in exception handling,transaction management and granular access control...
