In this dissertation,the video encoding and transmission techniques for error controlling based on H.264 in IP networks is studied in detail. The dissertation analyzes how to use the Rate-Distortion optimization coding to divide the video image into two objects:the foreground objects and the background objects.Useing a video object-based macro block adaptive Intra refreshing algorithm ,The proposed object-based macro block adaptive Intra refreshing that improves the quality of reconstruted video image by applying more intra updating rates on foreground video objects without any extra bit rate cost.With the effect which caused by reducing the packet loss rate and increaseing the Intra refreshing rate,conbined the program that channel coding with Tornado algorithm,the dissertation proposed a unequal joint source channel coding algorithm,which applies adapative intra updating rates on both the foreground objects and the background objects,then distribute the different video objects to the different Tornado code ,This method improves the quality of video image transmission further.
