Container is the world's major transport cargo carrier, and container transport is a modern international trade logistics supply chain which is very important for the society. Therefore, containers and container transport industry plays a decisive role in the global logistics supply chain.For the significance roles the Container transport industry played in the global trade, its safety has become particularly important. However, in recent years, Customs staffs have been found a number of concealed-targets that located in the different parts of the container, such as at the top, bottom, back and both sides of the wall. These concealed-targets were hard to discover which may contain Prohibited Goods such as drugs, money, weapons and other explosives and expensive wine. Weapons, drugs and explosives will be brought into great danger to the stability of the human society, and large numbers of money transport may lead to the economy abnormal operation. Therefore, the security of container transport is very important for the society' harmony.This paper provides an effective method to detect the concealed targets in containers. It discusses the theory of electromagnetic waves and gives out the analysis of test results. By using the " perturbation " theory, and from two different senses "field " theory and "circuit" theory to analysis the parameters' difference such as S11 (or VSWR), S21. There are many ways for the target identification, such as sub-rate margin method, sub-average ratio method, the phase difference, picture compared in identification methods. A large number of measured data results shown that the "perturbation" theory (or network theory) can be used to detect concealed targets in container.According to the perturbation theory, we worked out the hardware of the detection system. And also gave out the simulation result, which can verify the test result of the hardware system by VNA . A large number of test data show that this system can greatly enhance the detecting speed of the container. Besides, the electromagnetic waves which were excitated by the ultra-wideband antenna can inject into the bottom of container. So the target gave out different in response corroding to the distribution of the obvious characteristics of these targets, which show that this method is innovative and have practical significance.
