A new hybrid crossover genetic algorithm (named HLCPM) is proposed in this paper based on the Laplace crossover and power mutation. In the HLCPM, two kinds of population with feasible and infeasible are synchronously introduced in the genetic process, and the hybrid crossover and mutation are respectively based on Laplace operator and power operator. The numerical examples with 10 classical test problems demonstrate that the stability of algorithm and the ability of global search for the HLCPM are better than the sample genetic algorithm (SGA). As an application, the mathematical programming with constrained by IEEE 11-bus system for the independent system operation (ISO) in pool-based electricity markets is solved by HLCPM, and the solution result shows the feasibility and validity of the algorithm.
