The development of high-speed railway brings a lot of convenience for people, but it also requests more efficiency and security. How to keep the security and high efficient of high-speed train has important research significance. The railway control center requires more and more audio and video informaiton except a large number of businiss data. As the range of the railway is very wide, it refers to many kinds of applicaiton system, railway center uses many kinds equipment of different manufacturers. It is difficult to resolve compatibility problems of video surveillance and video conference systems, and so it is the business systems of railway.IMS network with high integration structure and high performance platform can be applied to large-scale heterogeneous multi-media network. It can also integrate different application system, different network, a large number of processing, storage and terminals into an organic system. So it can give better services for the various business of railway. IMS network will bring better mobility and higher bandwidth, and it also can provide open business interface which provides an opportunity for more flexible ,varied and colorful multi-media business.This paper discusses the integration technology of railway multi-media application system based on IMS structure and introduces IPTV-R (IPTV for Railway) based on this structure. It researchs the ways of building common video survillance and video conference on IMS sturcture and it makes conditions for the integration of multi-media application system.In the part of video surveillance, this article designs the system structure of video system and gives detail signal flow of each function of video surveillance based on IMS network. It mainly includes user registraion service, session building, video transmission, RTP video transmission after successful session building, and the end user can interact with the camera by MRF. In the part of video conference, it gives the design of the structure of video conference. In the process of designing business server, this paper does detail signal flow design for some kinds of mode of conference. It mainly includes creating, joining, quiting and terminating of conference. Then it gives detail implementation of management module of bussiness server of conference. It mainly includes adaptation layer and control layer of conference. Finally, it describes the operation of system by a few scenes.We use open source software FOKUS IMS to build a minitype IMS network, and do some test of the architecture. This architecture has a very good feasibility. Of course, it needs to perfect some details, and we look forward to improve it further in future.
