The transmission network based on Synchronous Digital Hierarchy ( SDH )implements Effective management and real-time monitoring business for the network, so it is widely used in communication. SDH equipment played a very important role in fiber access networks, local transmission network and backbone transmission network. Accordingly, it's very important that developing a SDH element management system (EMS) to make sure the network in good condition. Data Synchronization of Network Element (NE) refers to NE's configuration on client consistent with the equipments in network.In a complex network environment, large numbers of NE and synchronous types are needed to synchronize with the network, so whether the EMS can effectively achieve requirement of synchronization or not is one of important rule to estimate itself. The paper introduces the current condition and development of EMS, analyses the XML and Thread Pool technology in the EMS. The paper introduces the design of SDH element management system based on J2EE. And then the paper provides the design and implement of the Data Synchronization of NE and configuration template, the configuration template is used to adapt the result of Data Synchronization, it's very important. At the last, the paper summarizes the result of the research. In practical application, this system can meet the demand of network management,achieve the function of synchronization.
