Due to historical reasons, the original design of Internet is basically user-centric and data-oriented,providing the service of "best-effort" without guarantee, which can't meet the special needs of some services, such as video, voice and so on. The concept of the Universal Network is introduced to support pervasive services, and to resolve the credibility, mobility and QoS(Quality of Service). This paper is also carried out in this context. In this paper,We mainly address the problem, how to design and implement the data plane mechanism of the QoS assurance system in the Universal Network.Firstly, we briefly introduce the current QoS assurance systems of the Internet, and analyze there advantages and the disadvantages.Secondly,we introduce the architecture of QoS assurance system in the Uniyersal Network, and propose a data plane scheme for the QoS assurance system to meet needs of the Universal Network. This scheme mainly includes queue scheduling, fast forwarding, and some related mechanisms.Thirdly,we implement the data plane scheme in Linux system. The traits of this implementation are shown as follows:1) it proposes a mechanism using a traffic control tools TC,which is used genetic in Linux,to achieve the queue scheduling and the shaping functions;2) it proposes a novel fast forwarding mode, which could support the QoS routing.3) it uses the Linux kernel protocol stack to implement the fast forwarding and DGFL(Domain Global Flow Label) marking functions, which can be dynamically installed in the form of kernel module;4) it adopts the Netlink socket to offer an interface to outer program, in which the protocol stack can be configured. We deploy the scheme on the experimental network and do some related tests on functions and performance. The results indicate that, the queue scheduling mechanism achievies the function of resource reserved. The latency of the fast forwarding is about 12us,and could support the QoS routing. This scheme can provide the end-to-end QoS guarantee for the data stream in case of network congestion, and meet the basic needs of QoS in the Universal Network. The implementation of this scheme builds a foundation for further research about QoS in the Universal Network.
