Information war under the condition of modern high technology is substantially distinctive due to its association, mobility, transparency, and abruptness. Material needs of combat units have seen a transformation from"few variety, large batch, few frequency, long cycle"to "multiple variety, small batch, large frequency, short cycle". This change thus sets a higher standard for military logistics and its support. Military transportation is the core task of military logistics, and dispatch of military vehicles is a key segment of the military transportation system. Therefore, how to arrange transportation routes economically to reduce transportation costs is a significant decision problem which military logistics managers face and many policy makers and researchers interest in.Genetic algorithm is an adaptive random search algorithm. To solve NP(Non-Polynomial) Hard problems such as scheduling of logistics distribution vehicles, genetic algorithm is an ideal approach because of its large search space, adaptiveness, and robustness. However, because genetic algorithm is likely to fall into local optimum during the searching process and initial population has great influence on this algorithm, the simple use of genetic algorithm on the hight of vehicles cannot get satisfying results.This article examines the issue of vehicle scheduling optimization of military transportation among elementary troops. Since military transportation has its own features and requirements, in order to make the problem more pertinent, this article focuses on the scheduling of vehicles with time window. A further research pertinent to the distinctive features of military transportation leads to a scheme that can use partheno-genetic algorithm based on time series to optimize vehicle scheduling. Together with father-son competition/choose operator and multi-point crossover operator, it increases the search efficiency of partheno-genetic algorithm and the convergence rate, and also preferably overcomes problems such as premature genetic algorithm, complex structure of crossover operator, and low searching efficiency.This article designs the military vehicles' scheduling and management information system based on the research at the vehicle scheduling and optimization problems. Besides, the information system of scheduling and management of military vehicles integrates military vehicle scheduling with management, thus advances the issue of military vehicles' scheduling and management from a blindness and qualitative mode to a planned, quantitative and operable mode. This laid some foundation for further study of "distributive" military logistics as well as for the advance of logistics and support ability of elementary troops.
