Video quality assessment is one of the most importent technologies in image process.There are many factor will destroy the quality of video,such as video transport form the service to the receiving end,decoding and so on.No matter how excellent these technologies are,to some extent,will affect the quality of video.All these applications are required to have a sutiable video quality assessment method. With the rapid development of Internet technology,nowadays,video applications on network have become very propular.In these applications IPTV project is one of the most important applications,which connect Internet with the TVnet.So the customs not only can watch clear digital TV program,but also can demand some video services and so on.It makes customs and TV sevices interact,so this project is very important and using of suitable quality of service assessment is nessery.Using quality assessment to collect real-time video quality,it is the only way to improve the IPTV quality of service.There are a lot of measurements for the video quality assessment,and some of these make a big progress in measureing the destroyment of video coding and decoding.But nowadays there are many problems in real-time video quality assessment,with any method can solve them perfectly.So,in this paper,we study video quality assessment in IPTV project and the factors which will cause the destoryment of video.According to some proposed assessments of video quality,we finally design a video quality measureing system for IPTV project.The main researches and innovations of this paper as follow:Befor the video transmission,video injuries are caused by the methods of video coding and decoding.In this paper,the Moving Pictures Quality Measurement is chosen.The result of this evaluation is more in line with the results of the human perception.During the media stream transporting on the Internet,the network situation should be monitor.Here,some indexes are used to show the situation of the network. At the same time,we study about the media packet and propose some other index to reflect the injury in the network.At the end,the media stream finally arrives to the Top-box.Here a new method is proposed.It is a No-reference video quality measurement called HVS_NF and construct by two parts.The network monitor result is the main factor to decide which type of formula will be used.When the monitor result reflects that the network is very well,HVS_NF judge the injury happened in coding and decoding.On the contrary, HVS_NF use a new video quality assessment which base on Human Vision System to calculate the injury caused through the network transmission.This measurement use Gabor filter to divide video image into frequency channels,and analyze the injury in each channel,then cumulate each one and get the result of video quality.Finally,depend on the research about video quality in the early,middle and late period of media transmission,here a new complete IPTV quality of service system has been proposed.This system based on Human Vision System,and some parts of this have been simulated.It is a useful in practical application.
