With economic development and the increasingly severe traffic problems, the intelligent traffic system was generally attached importance to and has great development. In this paper, the vehicular monitoring system, which is one of the issues of the current research in intelligent transportation system, will be the subject. And a design scheme of vehicular monitoring system will be brought forward, focusing on the design scheme and implementation process of vehicle-mounted terminal equipment (VTE).At first, a whole design scheme of vehicular monitoring system will be shown in this paper. The key technologies, such as GPRS, GPS and embedded ARM, will be illustrated from principles to applications. And then the design and implementation process of VTE will be expatiated in aspects of hardware and software. Finally, the debugging and testing methods of the prototype terminal equipment will be presented.The monitoring system is composed of communication subsystems based on general packet radio service (GPRS) network, VTE, and monitoring centre. VTE's hardware design is based on ARM7 embedded platform, and its software design is based onμC/OS-II real-time operating system. It uses global positioning system (GPS) technic to access vehicle's accurate value of location, speed, date and time. It uses lightweight TCP/IP (LwIP) protocol stack to support data transmission through GPRS, based on IP, between vehicle and monitoring centre. It estimates vehicle's state by pulse detection technic, and provides driving tips to drivers by liquid crystal display screen's visual information and electronic voice, which will prevent drivers from dangerous driving behaviors. It makes the management of drivers and vehicles effectively by technic of IC card's read and write based on radio frequency.The demonstration of vehiclar monitoring system has been done. The results show that VTE has good performances and the vehiclar monitoring system's design scheme is reasonable and effective.
