It has become one of the hottest problems crying out for solutions in IT industry that today's information system is hard to meet user business requirements which are constantly changing for its lack of enough flexibility.On one hand,the fact that there are always communication obstacles between professional software developers and system users.On the other hand,under the gackground of china's open-up,companys have to take quick reaction by constantly adjusting their business context and management mode to the environment.Then we can see the inevitability of constant alteration of system requirements,which does be a big problem.Since all of the tranditional software development approaches are programmer-oriented,they are unable to solve the problem.This paper proposed a new solution called User-oriented design approach for management information system.First,we introduced the theory basis of User-oriented design approach for MIS,then made explict presentation of the approach consisting of User-oriented interface design approach for MIS, User-oriented script design approach for MIS, User-oriented report design approach for MIS, User-oriented database design approach for MIS,and User-oriented integration approach for MIS. Frameworks and design principles are given in detail.we also made realization of the first two frameworks,which are of User-oriented interface design approach for MIS and of User-oriented script design approach for MIS.We apply User-oriented interface design approach for MIS in the development of the document management module which is one important part of SUMEX international cargo transportation management information system.User tests shows that the system well meets their business requirements which are of great individuation and variety,and it's easy to use.
