In order to reduce the cost, enhance the efficiency and serve well for the decision-making, human resources management pattern transformation is imperative. Constructs the human resources management system based on the network will extricate people out of the primitive and complex personnel management. It will enormously promote the management level and impel the fast development of the enterprise. The electron human resources management system will become the essential constituent of the modern company and the business management.Human Resource Management System based on WebService which is constructed on the background of developing HMS (Human Resource Management System) for a company in Singapore caters to the hotspot of Human Resource Management, its devoloping platform is .NET 2003. The paper discusses the main function and design and puts forward a solution based on three-level architecture.The paper also focuses on the analysis and research of managing users and operation jurisdiction. In addition, according to the idiographic operation situation of system, the paper analyzes the distribution strategy and access control of user jurisdiction, improves the method of user jurisdiction management based on roles and at the same time puts forward a feasible solution which are RBAC(Role-Based Access Control) and CBAC(Context Based Access Control).The data store mode combines classic database and XML technology. All logic for generating examination paper (or questionnaire) is realized by store procedure, thus improving the flexibility of the exam system, reducing the expense of system caused by constantly connecting database, at the same time promoting the efficiency and stability of system.Human Resource Management System based on WebService can greatly meet enterprise management needs of human resources, so that the company's personnel office to deal with more automation.
