Recently, the EGA(Electronic Government Affair)developed rapidly, various operation systems have been constructed by all departments of the government. However, most of the designs of the operation system are rigid, which lower the interoperability and adaptability to the custom's demand, restrict the further development of EGA.According the thinking of the flexible software design, basing on the analyzing to the characteristic of flexible EGA, this paper prevents 3 flexible technical:First, according to the rapidly and high active characteristic of dealing with the web information resources with different structure of flexible EGA, This paper prevents an individualized customization to the government reports basing on a XML metadata. By analyzing the theory of the metadata, this paper using a XML schema to describe the report data to remove the isomerism, implement a common search technical and make the custom to what they want easily.Second, according to the high interoperability characteristic of the flexible EGA, This paper prevents a single sign on technical which base on the web request proxy and gives the extension interface, this paper prevents the SSO model and give the solution of the critical technical.Third, according to the high level safety characteristic of the flexible EGA, this paper prevents a Resource Access Control Facility(RACF) of the B/S system which base on the access-rights tree. By analyzing the characteristic of the access-rights tree this paper build its RACF model, and prevents its implement process.Using the technical which prevents in this paper , chapter 5 gives an application in the civil administration EGA.Finally, chapter 6 includes a summary of the author's research and the prospects, separately from the perspectives of technique and application of this project.
