The software crisis is still widely used. The software crisis restricts software development. Component Based Software Development is to take software frame as to assemble a blue print, to take reuse software component as a module to build up a system, to support construction type software reuse. It is a valid path which raises efficiency and product quality of the software production, eases side effect of a personnel flow and shortens product consignation time. Because the rapid development of wind energy, the increased demand quantity of wind turbine leads national wind turbine manufacture factories raised up. However, these manufacture factories was built up in a short time and they can not finish the design technology work of wind turbine. Apparently the design technology of wind turbine restricts the development of wind power industry. These technologies conclude conceptual design, parameter selection and optimization general structure design, pneumatic and dynamic design, the interface design of every part and component, control system design, security and reliability design technology; most of these technologies are mastered by domestic companies, but these need to be induced, epurated and sublimated and made to be a tool software, these can make domestic wind turbine manufacture master the core technology, then accelerate the development and building of national industry of property independent intellectual property right wind turbine.This paper which was based on the horizontal axis wind turbine uses component-oriented design ideology and finishes wind turbine design technology and tool software. At first, it introduces related technology of component, including: the definition of component, elements of component, Component Based Software Engineering, software reuse, frame, model. At the same time, it also introduces the UML modeling method briefly. Second, it uses component-oriented design ideology. According to the realized function, it can be divided into wind farm component, aerodynamic performance calculating component, transmission system component, control system component, structure mechanics analysis component. It provides system tires and logic architecture. According to the coupling relationship between the all the components, it adopts unified input and output interface, and encapsulates and integrate all the components. At last, according to the study of "momentum blade element theory", set up blade power characteristic, blade load and other parameter model. According to theory, draw program flow chart. According to component-oriented design ideology, design the interface, user interface, function of this component. It realizes "blade power characteristic and blade load component" by C# language. This component can calculate power data, thrust force, torque, flapping torque, rotation shear force, and draw wind speed-power related characteristic curves.
