Intelligent Transport System (ITS) is an information technology which reforms traditional traffic system by computer and other high technology. This technology can improve the efficiency of traffic system and also reduce the energy consumption. ITS will have great effects on the development of traffic system all over the world in recent years. License Plate Recognition (LPR) technology is one of the most important parts in ITS, including License Plate Location, Characters Segmentation and Characters Recognition.The basic requirement of LPR is rapid speed and nice veracity. In this paper, a good method called the LPR without OCR (Optical Character Recognition) is investigated and analyzed. The LPR without Optical Character Recognition is an innovation. The key technologies of LPR are researched and discussed. Preprocess of image, image binarization, character segmentation and character recognition are mainly expatiated. Many tests are processed for the system, on the basis of them, the secondary recognition is devised. In the end, the LPR without OCR and neural network are compared, and integrated perfectly.We introduce a simple, fast and exact algorithm, which meets the request of real time, currency and nicety and has applied value.
