With the wireless communications in the broadband, seamless and intelligent direction,the spectrum resources which can use are less and less. At present specific communications business fixed allocation for spectrum,spectrum will often uneven distribution of resources , and even a wasteful situation. Cognitive radio (CR) technology as smart spectrum-sharing technologies can effective alleviates these contradictions. Spectrum sensing and spectrum allocation are two key technologies that play an important role in CR realization.This dissertation first looks back on the origin of CR and corresponding notions, then sum up the perception at home and abroad in the development of radio technology, based on which the focus of this thesis is established.In the spectrum sensing, this article first make a detailed description and analysis of the existing algorithms from the principle. In response to this problem that the conventional one-bite message hard combination ignore the differences in the reliability of the detection caused by CR in different environment, this paper obtain a soft combination algorithm that maximize the detection probability for a given false alarm probability.In the spectrum allocation, this article first analyzes and summarizes the existing models of spectrum allocation. Consider Game Theory is often used to analyze distributed decision-making process, this thesis use Game Theory to model the CR pairs in the non- collaboration CR network. For the Pareto inefficiency of the outcome of the game, this paper introduce pricing function, so the outcome of the game have an obviously Pareto improvement.
