The Hilbert-Huang transform is a new signal processing algorithm presented by N.E.Huang and others. It can analyze intrinsic frequency speciality of a signal effectively within the whole time scope. The algorithm is very suited for processing nonlinear and non-stationary signals, and good results have been achieved when it is applied to geophysics, vibration engineering, and biomedical science and so on. The algorithm has great theory research value and wide applied foreground.The author researched the basic theory of Hilbert-Huang transform and the signification of IMF, analyzed the process of EMD algorithm, and pointed the endpoint effect along with its present resolves. Then use experiment simulation validated the availability of the algorithm. Finally, in order to get solutions for time-delay estimation and locate the partial discharge point, the HHT was applied to ultrasonic signals extracting of power transformer partial discharge from data mixed with noise received from different sensors.
