Moving objects detection and tracking is one of the most important issues in applied vision and moving image coding and has wide applications in the fields of Virtual Reality and Visual Surveillance. Object detection in videos involves verifying the presence of an object in image sequences and possibly locating it precisely. Object tracking is to monitor an object's spatial and temporal changes during a video sequence, including its presence, position, size, shape, etc. These two processes are closely related because tracking usually starts with detecting objects, while detecting an object repeatedly in subsequent image sequence is often necessary to verify tracking.Based on the review and analysis of the current method of the object detection and tracking, the moving object detection and tracking technology is researched in the situation where the camera moving and the background changing, extracts the region of the moving object with the detection algorithm, calculates its vector, then the camera is controlled to keep the object in its field of view. Therefore tracking the single moving object in the multiple scenes was achieved.A visual tracking platform with two DOFs is designed .This platform is compact, and motion range is wide .The pan driving motor assembled on the foundation. Thus this can reduce tilt's moment of inertia and increase the platform's agility.The platform's control system has adopted closed loop control mode to realize the accurate position control. At the same time, some safeguard in hardware and software has been designed in the control-system in order to make platform work well. we used the visual tracking to test the motion performance of the platform .The result shows that the machine performed very well.Visual C++ environment and OpenCV tools are used. The design of algorithms and hardware has been achieved in this thesis. The tracking experiments have been done, It shows that the system can track single moving object in the multiple background. The whole system has practical value.
