In recent decades, with the rapid development of computer technology in the field of intelligent surveillance, the intelligent system becomes a very challenging forefront topic. Its range of application has become wider, and its forms become more diversified.Making use of computer vision technology, the intelligent surveillance system can process, analyze and understand the information captured by video cameras. In this way, the ability of analyzing the camera video makes intelligent surveillance system more automatic and intelligent, so that system can have a wider application prospect. By far, the most of intelligent surveillance systems have been based on a single camera. In this way, the video information obtained from camera is just one of whole scene information or the interested region's detail information, not both. In this thesis, to address this issue, an improved system is designed, which consists of one fixed camera and one pan/tilt camera. The fixed camera is used to get the whole scene information, and the pan/tilt camera to get interested region's detail information. The intelligent surveillance system can detect whether there is a moving target in the interested region in the whole scene, and drive the pan/tilt camera to capture the interested region's detail information.The major work of this thesis is to design a system that can capture and display the image, store the image, detect moving targets, and control the pan/tilt camera. The module of camera control is designed and implemented, using serial interface port of the PCs. The module of acquisition, storage and transformation is accomplished with two video capture cards in one computer, which can display and store two channels video from two cameras.The Intelligence analysis module is composed of moving targets detection and the control parameter acquisition. After reviewing the common methods of moving targets detection, background subtraction method is used in this thesis, including removal of noise and the control parameter acquisition and so on. The intelligent surveillance system in this thesis is based on MFC and VC6.0, which realize the function of the detecting moving targets module, storing and transforming module and camera controlling.
