Safety assessment takes up an important position in safe power production, but the existing safety assessment lack of the consistent cognition,understanding and description for fault characteristic of equipment, so a new technology in urgent need, which can reorganize and manage the knowledge of assessment object-oriented domain. Ontology, as a knowledge management method that is capable of common semantic explanation, and supporting information sharing and interoperability in meaning of words by the different users in the same Ontology. In this paper, ontology construction methodology is taken into the afety assessment system of power plant, an unification identifier for concept hierarchy are provided for reducing the fuzziness of primary information, which enhancing the accuracy and credibility of safety assessment system. As such, safety assessment system for power plants based on ontology has the great value of research.My research includes: according to shortcomings of traditional afety assessment system that greatly depend on the summary and organization by artificial, the afety assessment system framework for power plants based on ontology is proposed by means of intelligence; in the researching for key techniques, "Framework" Method , protégé-2000, Ontology Web Language(OWL) and Unified Modeling Language(UML) were introduced in afety assessment system. Especially, the "Framework" Method and Ontology Web Language were used to developing assessment Ontology of object-oriented, Ontology of fault characteristic of equipment, Ontology of fault characteristic of boiler, and used the reasoning mechanism of OWL. Finally, the reasoning technology to knowledge-base is discussed, as a result, a new methord which is developing the intelligent afety assessment system is proposed; in the end, the safety assessment system for power plants based on ontology was analyzed and designed, which is performed by using the test results of some overseas researchers.The Domain-Ontology has been constructed in the paper, which not only can provide consistent understanding about a domain for doing afety assessment of power industry, promote the sharing and reuse of knowledge, but also bring advantages for knowledge management and information exchange in the intra-enterprise or business-to-business. It has important guiding meaning and promotion to utilizing the advanced afety assessment thoey, achieving information-obtain and detection-analysis; locating fault element and evaluating to it.
