With the rapid development of computer Network Technology, various independent information resources systems emerge in the Internet. From a macro perspective, these independent information systems are decentralized, lack of unified planning and standards, faulty regulations, inadequate resources retrieval inefficiency, backward use of technical means, poor security of the system and low-level use of information network services, etc. These defects seriously restrict the informationization development of the units towards integration and resources sharing. To promote innovative development of ideological and political work, to solve the carrier of informationization, the bridge of resources integration and distribution, the platform for professional growth of ideological and political educator and the improvement of information quality of educatee, the new interactive manner of education, to actively create a "vivid, lively, healthy and progressive "network environment, to realize the sharing of information resources, and to enhance the effectiveness and pertinency of ideological and political work, we decide to integrate the existing network resources. Taking full account of retrieval convenient, efficient operation, we adopt the premise currently used China's largest full-text retrieval system - TRS full-text database systems. In accordance with the principles of the design of full-text retrieval system, we re-plan and design the information systems of the unit. It will integrate the professional work of 12 departments, 35 public access channel, a total of more than 2,500 columns of information to form a full-text retrieval of information system. The total system records will reach more than 500 million at run-time in test. An increase of approximately 5,000 piece of information will be added into the system when it's applied. To build the full-text retrieval of information systems with TRS, the main purpose is to bridge the information resources of each unit to establish a high degree of information sharing, quick retrieval and convenient full-text retrieval of information systems, making the unit of informationization in accordance with the direction of the formal construction, healthy, orderly development. When conducting needs analysis, first of all, with the understanding all the specific circumstances of isolation subsystem, under the premise of the user requests for comprehensive resources, design the system structure. Secondly, the demand analysis that runs through the entire process of system's development, at the same time, prevents the user's forever needs from expansion, which results in abortion of system development; third, in view of the companies practical situation, we can explore effective ways to attain the users' needs, and to improve the effectiveness of systems development; Fourth, making more efforts to research the same system, taking examples from its system operation processes, analyzing existing problems and ensuring the smooth progress of system's development.When a system is designed, in view of the practical situation, and fully considering user's workflow, the sharing of resources, information integration and the business sector work should be relatively independent and be integrated, which will get a ingenious solution for building distributed data and focus on the issue to ,and ensure that the system is efficient, stable, fast and convenient. In the design of the data flow, using advanced tools ,such as ROSE, drawing system diagram, with the use of object-oriented programming design ideas, extracted properties and methods from the target system, and a description of basic information, get systems flowchart for information and data; with integrated use of the different data storage, flexibly solve the problem of data flows; in accordance with database design standard, strengthen the optimized design for data flow, and enhance data flow of the system to be reasonable, robust and multi-channel. In the realization of the system, with a full study of the TRS full-text database and redevelopment of TRS using C # 2005, we can operate the full-text database of TRS and lay a solid foundation for information systems. At the same time, we should increase the data editing, research and development efforts to get the full-text retrieval information system of multi-channel data resources and easy and quick operation, with comprehensive use of technology of regular expressions, memory database, multi-thread, and document storage, etc.Since the system's applied, we get the following responses from users: easy and quick retrieval of information, rational design of system architecture, in accordance with user workflow, meeting the needs of work, achieving comprehensive and integrated purpose for information resources, having a milestone effect for the unit informationazation.
