This paper analyses the current situation and problems appearing in the exams of the new system at home. Combining with the requirement of Tianjin Higher Professional Education Computer Application Basis examination, the paper presents a concrete conception and solution, which includes analysis on professional technological process, data analysis and function module etc. Using the idea of the soft-wear project, it makes a further analysis and designing for requirement, and recounts the clients and functions in detail. Moreover, it gives a system-solving plan, as well as the suitable technology for it. For the entire system, the paper also makes a detailed and complete design, including databasedesign, Software frame, Module function division and Functional module design etc, to accomplish the function of all parts of the system.The paper aims at concrete disadvantages and requirements, mainly solves the following issues: automatic paper marking, fuzzy matching of typing question, customization of test paper template, and difficulty control, etc. Furthermore, the paper explains from the angle of technology that the suitable idea and practical calculating method should be used to solve the problems appearing during the process of system development. Detailed description about some special technology solutions is given in the paper too.In the last part, the paper generalizes the computer testing system's working condition as a whole and estimates its social effects and economic returns. The system achieves its expected aim. Meanwhile, the paper points out the problems and weak points of the system and takes a look into the future.
