With the development of computer networks and communication protocols, it's becoming more and more important for the protocol testing to improve it's correct and effective. Protocol testing is composed of conformance testing, interoperability testing, performance testing etc. The development of conformance testing is earliest and more mature, and it is the basement of other testings. As for some protocol implementation, it's more likely to pass the interoperability testing or other testing on condition that it can pass the conformance testing.The paper researches into how to use the finite state machine to make the new testing cases, and analyses the problem that we can not make a testing input sequences if some state has not UIO (Unique Input/Output Sequences) in the finite state machine. Meanwhile, it has a try on generating a new testing case by using the finite state without setting the parameter which has no relation with the state. Besides, it proposes the original resolution that combines the generating test-case based on Orthogonal Latin Squares and the model based on the finite state machine and applies it at protocol conformance testing in the VOIP (voice over internet protocol) system. So we can pick out the right and proper conditions to arrange the tests, and make sure every state which should be transfered can be included in the protocol. At the end, it makes use of the generating test-case based on Orthogonal Latin Squares at the other hand of the test in the VOIP system. It mainly includes as follow:(1) It discusses the testing methods based on the finite state machine(the method to generate testing sequences always are T method, D method ,U method and the W method etc.),and analyses how to choose the right one in the actual system.(2) It analyses the testing system for protocol SIP and the model it uses, then point out the weakness of the model.(3) According to the request of the SIP protocol testing in VOIP, it puts forward a new testing proposal which applies the generating test-case based on Orthogonal Latin Squares in the SIP protocol test system and makes up the weakness in the original system.(4) It has a try on applying the new proposal at the actual testing, proves that both can show the respective virtues, avoid the repeating test and get a better result.(5) At the end, It makes a conclusion and looks into the future about the paper.
