With the development of science and technology, the management means of every field of life is changing into automatic or half automatic from manpower. It is especially important in field of real time supervise in chemical industry, metallurgy fields and other relative scurvy environment, and in order to improve productivity and reduce miscarriage of justice for the factor of human, automatic control system can be adopted. By the advanced enactment condition, recognizing numeral of instrument to realize automatic control operation is a convenient and agile scheme. So recognition the string of numeral instrument is very important, and according to this, we design video reading system to solute this problem.In this paper, we analysis the status and development trends of digital recognition first. According to the studying of video reading system, we introduce the hardware and software platform. In the image acquisition, cameras and image card is used, and a milky white ground glass is placed outside the hold system. Using the translucence and diffusion of ground glass, reflection of screen is eliminated and a high quality digital image of instrument is got. Before pretreatment, we use response function and control function of VC++ in software to complete the position of region artificially. It reduces the difficulty of position and improves the accuracy of position, and it improves the efficiency of the software. After position, we use pretreatment to the image, including image smoothing, image binarization, morphology transform, et al. In the image binarization, we use an improved method of Otsu. Using this method, a more accurate threshold is got. This is conducive to the following treatment. Segmentation of string is completed by projection of histogram. Recognition of string is completed by method based on 7-code. The experiments show that the system is good at real-time, and its recognition rate is more than 95%, this fully meets the design requirements.
