Along with the development of the society and technology, video surveillance systems have been used widely. Video processing and video coding for video surveillance comes to be a hot topic in multi-media field.This paper analyses and studies the characteristics of video surveillance, and points out the problems that should be studied and solved in video surveillance system: noise estimation, video denoising, Region Of Interest. Based on the above, this paper researchs the following three aspects:1) Firstly, this paper aims to estimate video noise, and proposes a video noise estimation based on 3d differential. The 3d differential operator in the Algorithm can remove the low-frequency components of video signal, and we select 3d differential adaptively. The results of simulation show that the proposed method performs well in both highly noisy and good-quality videos.2) In low-light situation, video noise is serious. Video noise not only degrades the visual quality, but also significantly affects the coding efficiency. Conventionally, denoising filtering is considered as a process independent of video encoding, and Denoising-coding systems are applied to process the noisy video. Denoising-coding systems have high complexity and may lead to video blur. This paper proposed a video encoding algorithm which includes temporal filtering, and the algorithm can process noisy video without Pre-filter. The algorithm embeds temporal filtering based on LMMSE estimator by scaling the residue. In the corresponding, the algorithm optimizes the RDcost of encoder, that can lead to more reasonable encoder mode choice. The results of simulation show that the algorithm proposed can increase AVS's coding efficiency when encoding the noisy video, and the algorithm proposed has good denoising effect.3) This paper analyses and studies existing coding methods for ROI and proposes a coding method which embedded compulsory intra mode encoding region. The method proposed increases interval of I frame and reduces the bitrate. At the same time, ROI is encoded only using intra mode with fixed time interval. Consequently, decoder can decode the ROI's bits correctly after receiving ROI's bits. The results of simulation show that the algorithm proposed can increase coding efficiency and bitrate stability. which leads better transmission.
