Passive filter because of its simple structure, easy maintenance, and low cost is still commonly used means of filter. Just past the filter design only for a certain time or a certain kind of system operation mode, however, when the parameters changed, filters will be very difficult to achieve the best results, lack of versatility. So filter capacitance is regard as variables in this paper, considering the capacitor installation capacity,reactive compensation and the effect of the filter, take advantage of automatically optimization function of improved Genetic Algorithm. Based on the results, the paper gave the method of the filter parameters design in multi-mode operation. meanwhile, in order to facilitate users in addition to the results presented in this paper capacitance, inductance, resistance values of the capacitors also given electric capacity, reactance rate and quality factor. And Compiles the corresponding procedure with the VB language, and has confirmed the method usability through a transformer substation's measured data.
