As more and more MEO and LEO Satellites have been sent to orbit, there is increasing demand on powerful management and control systems of satellites. On the other hand, the available on-ground resources are very limited. Hence, it becomes a key technique to gain more benefits from satellite resources by taking full use of limited on-ground resources.In this thesis, we introduce the origin, current status and up to date techniques of the scheduling problem of satellite ground station resources. We propose that the optimization problems related to satellite ground station resource scheduling can be thought as constraint satisfaction problems, and then introduce three approaches to the constraint satisfaction problems: constraint propagation, full search and local search. We perform a thorough analysis of the functionalities required by the satellite ground application system and existing scheduling techniques, and then present an optimizing model to be the base of designing our resource scheduling system.In this study, we explore aspects of scheduling problem of ground station resources, define our design principles and goals, and describe the overall framework and functionalities of our scheduling system. We propose a new scheduling model and related system flow based on heuristic algorithms. Finally, We verify our scheduling system with a test scenario of satellites and ground stations, and then present a detailed analysis of the experimental results in the thesis .
