The Intelligent Transportation System (ITS) is the trend of traffic development in the future, and vision-based vehicle detecting and tracking are one of its key technologies. In this paper, we study vehicle detecting and vehicle tracking respectively, and ameliorate some key technologies which can be applied in a complex traffic scene.Video-based vehicle detection includes background subtraction and frame difference subtraction, and the first method is a straightforward and effective way to detect moving object. The approach segments moving vehicles in the camera's field-of-view through the difference between a reference frame, called referenced background image, and the current input frame. The key of background subtraction is to extract and update the background image adaptively in changeable road environment affected by all kinds of factors such as weather and illumination condition.Based on detailed analysis of background estimation algorithms, we employ a block-based background reconstruction method to detect moving vehicles. Then we get the important contour feature which is useful to vehicle reorganization and tracking by introducing Active Contour (Snakes) algorithm. The Active Contour Model including its principle and calculational method is also discussed in detail. The innovations and contributions of this thesis are outlined as following: A block-based background reconstruction method with high accuracy and robustness is proposed; another algorithm of vehicle tracking based on Improved Snake Model is proposed, which has both high accuracy and high real-time ability.Experimental results show that a block-based background reconstruction method proposed in this paper work well with relative high detection accuracy both in sunny days and in rainy days. Vehicle tracking based on Improved Snake Model can tacking single moving object in real time. However, there are still some problems needs a further research, such as how to solve the cover of vehicle in the process of detection and tracking, how to tracking multi-object at the same time and etc.
