Particle Swarm Optimization (PSO), which is based on swarm intelligence, is a random heuristic optimization algorithm. As the representative of swarm intelligence, PSO has many unique features, such as simpler principles, less parameters, rapider convergence speed. Further more, the realization of PSO is much simple, and it has been proved that PSO is an effective global optimization method and therefore has great potential. Current researches mainly focus on the improvement and the application of the algorithm. There are many forms of improvement of the algorithm, including mixing various algorithms (such as Genetic Algorithm and PSO hybrid optimization algorithm), and increasing the activity of the particles of PSO. At present, PSO has been successfully applied to many areas such as Objective Optimization, Prediction Theory, Neural Networks, Graphics and Video. But up to now, PSO hasn't applied to college expansion and evaluation model.National Education Statistical Communique of the Development of Education, which has been published in recent years, indicates that China's scale of higher education continued to increase. The number of students in higher schools reached 17.3884 million, and the total number of students including other types of higher education is more than 23 million. The gross enrollment rate of higher education reaches 21%, ranking first in the world. Under such circumstances, the Ministry of Education study and formulate a set of basic guide line for running a higher school, and carry out the evaluation of undergraduate teaching level, which is to ensure teaching resources to meet the demands of teaching, and to improve basic infrastructure resources and personnel training capacity level.During the increasing enrollment of higher schools, a lot of problems have emerged.(1) Since the annual budget is limited, teaching resources can not meet the demand for the increasing students.(2) The allocation of resources has not proportioned well while enrollment has been increasing. Therefore, the problem of imbalance of teaching resources has emerged.(3) The improvement of teaching resources could not keep pace with the enrollment of students, the resources per student owns can't be guaranteed. Therefore, the quality of education has decreased.(4) The number of annual enrollment students can't be predicted reasonable and effective under the existing resourced.Through studying thoroughly and systematically on above problems and successful application of PSO, the thesis applies PSO to get the solution of the problem. The main research work is as follows: (1) Study in-depth on PSO and the improvement algorithms of PSO.(2) Propose the college expansion and evaluation model based on the index system for basic conditions that constituted by the Ministry of Education.(3) Apply PSO to solve the college expansion and evaluation model for the first time. Experiments results show that PSO can optimize the model, and the solution of resource allocation can be attained, the number of the enrollment students of the following year can be predicated.(4) Design and implement an information management system for the evaluation of higher education.
