The E-government foundation platform uses Internet technic to realize the incorporating of network government work. It is based on Spring core API and the API manages every data interface. The System uses JPA or Hibernate to persist in Object Relational Mapping for database processing.The annotation and ORM of Java 5 provide efficient and convenient programme mode for data layer. So, view layer and logic layer will be separated for E-government's Characteristic. In balance, it is a efficient and credible foundation platform.We analysis system's main operation requirement and material content on the base of Spring and JPA API. It mostly includes the public network cooperation, fore-and-aft cooperation, up-and-down cooperation, Intranet cooperation of the network government work. Using the Spring AOP, it offers the declaration management, the modular of aspect to point, the management services of hijacking many types and objects, and the consideration of program structure from another angle. It covers theObject-oriented programming's deficiency in the way. It uses the Before advice to pretreat the programs needing loading first. It uses the After returning advice to treat the matters after finishing operation. It uses the After throwing advice to perform messages while method throws exception and the program exits. In addition, it uses the RSA encryption algorithm certification to write home index tamper-resistant program (Spring Q). So it could make the system relatively safe.Taking all the factors into account, the system is mainly based on the Spring and JPA. And it constructs a system that could be transplanted , has the high reliability and the optimized performance from the respects of network government work system' s demand analysis, overall design, system implementation and system test.
