For traditional control, quick response of acute information or accident mostly depends on human beings. We many probably miss the best time to find the accident even though just a tiny ignore. So we many not lose so much if we can find the accident at the first time.The main task of previous forest fire protection geography information system is to provide the information demand and management of digital maps such as forest pictures, fire protection pictures, land maps and so on. We use GPS or Domestic Double Star Positioning System to receive the real-time figure of fire protection team, control the progress route or make sure the fire range. Recall and precision are generally recognized at present.The general method of picture color features is Color histogram .The main idea based on color picture index is to transfer the distance between pictures into the similar degree between color histograms. Then we can transfer picture index into the match of color histograms . In the same way, the main idea of color histogram algorithm is to transfer the different points of pictures into the distance between color histograms ,so that we can transfer the picture index into the distance of color histograms.We raised the method of picture content index, we will devide the color into 50- peacekeeping. By a lot of data test statistics ,the color histogram of the pictures are constant in some controlled place, the histogram will be changed a lot as long as the controlled scene are changed. This method is easy and realistic, it has taken effect in application tests. According to the result of tests, the picture content index forest fire protection has improved the problem that the quick response of sensitive information or accident mostly depends on human beings in traditional fire protection control.
