H.264/AVC becomes the most advanced video coding standard because of both high coding efficiency and network friendliness. This dissertation introduced the basic concept and method of video compression. Then, it described the main structure, the flow of H.264 encoder/decoder and a lot of advanced technologies it adopted. Based on the research about inter-prediction and rate control, the main achievements of this dissertation include:A novel variable block-size block-matching motion estimation algorithm using multiple hexagon search patterns is presented. According to the seven kinds of macroblock partition, multiple hexagon search patterns such as large hexagon patterns, horizontal flatted hexagon pattern, and vertical flatted hexagon pattern, are adopted respectively. Compare with traditional Hexagon Search Algorithm, the new strategy provides not only the better matching flexibility, but also the more sufficient overlapping of target searching block. Simulation result shows that the proposed algorithm has a prediction quality near to the Full Search, and reduces the search points in about 10% relative to the Hexagon Search Algorithm.An improvement basic unit layer rate control method for JVT-H017 is proposed. We present a novel model, instead of the original linear one, to predict the Mean Absolute Difference of the basic unit, which avoids the process of updating the parameters and reduces the computational complexity. At the same time, according to the different complexity estimation of each macroblock in one basic unit, its quantization parameter can amend adaptively. Simulation results show that, comparing with JVT-H017, the proposed method can allocate the target bits and control the rate more accurately, and obtain a higher PSNR.
