With the rapid growth of network and Internet technology, Web-based development gets significant increase in recent years. In most cases, web-based development is random, and lack of systematic methodology, quality control and assurance. Due to the specialty of Web projects, we may encounter severe problems in developing, releasing, deploying and maintaining web systems, if strict process is absent.This paper analyze the features of web software and the growth process model of web software, and raised the staged growth model and its detailed definition by merging growth model and Microsoft MShip model. We leverage this model in the development of MSN SMS service and received satisfactory result.The core strategy of staged growth model is to segment the growth process of web software into several (n) stages, during which software release is set as milestone. In each stage, there's independent design, construction and release. By using this model, the core requirement of web software would be met in first priority, and problems would easily be discovered and corrected, hence reducing the risk in early stage.In MSN SMS service (Everest) project, we applied the staged growth model in this paper. The product release cycle was shortened and this project became the first Internet and wireless VAS service in MSN China.
