Along with the constant development of database technology and the extensive applications of database management system, the database also faced the issue of copyright protection just as multimedia data. When users can require and visit database remotely by Internet, the data providers need to be concerned about data theft and illegal copies; there is so many important information hidden behind a large number of data. Some useful business information will be observed from the seemingly erratic data by using data mining technology. This leads to the ownership of the data protection issues, moreover arises the database watermarking technology.Based on the BIBD ( Balanced Incomplete Block Design) compressed database watermarking technology, according to the special nature of relational database, with a combination of design block design ideas, introduces BIBD into the digital watermarking algorithm. This paper proposes the development ideas and build process of this technology, the main contents include as follows: 1. Detailed analysis of the current databases watermarking technology and the latest research achievements as well as their common problems.2. Introduction of the fundamental theory of this system involving a combination of constructing mathematical knowledge and related theorem, inferences.3. Introduction of this system's main technology, the existing problems, and the key technology for solving these problems.In this paper, the algorithm innovations are in the following areas:1. Two-dimensional identification. Firstly, indentify tuples of the database, by mapping one-dimensional to two-dimensional spatial space. This method is much more flexibility than the original way which relies solely on the primary key.2. Compression of watermark information. Digital watermarking technology from its theoretical entities must modify some of the original content. Whether the copyright is a string or image, the number of string after converting numerical quantity will be very large. If directly embedding such a huge number of chars in the database, it is tgreat harm to the original database. This paper adopted a watermark compression algorithm, which maximize the decrease of the embedded information without any lost. 3. Introduction of the Combination of mathematic theory--Balance Incomplete Block Design (BIBD) into the database watermark algorithm for the very first time. BIBD algorithm itself is a guarantee of efficiency, which is exactly the requirement of the database watermarking algorithm.4. User-defined parameter. There is a wide range of different current mainstream database, and diverse data form of enterprise storage database. It is not appropriate that the watermarking systems solely judge the importance of the data. In this system by using user-defined parameter, the definition of importance of data is delivered to the users, which makes the system more flexible, easier to access, and more suitable to the actual needs.
