Querying ticket in mass data of telecom operation is a big problem for Chinese telecom enterprise, and has not been solved generally and thoroughly. In the beginning of 21st century, with some byelaw coming on, the problem of telecom . query-ticket makes wide attention in the telecom industry and the whole society. With the development of information technology, querying ticket on web plays a more and more important role in telecom affairs. Query-Ticket System is expected to satisfy constantly querying demands and manage the users who want to enter the system appropriately.For solving some problem in the operation, Query-Ticket system of Sichuan Telecom has been designed and put into use. In the development and design of the software system, it mainly based on the struts framework, and in the configuration of Struts plus Spring, and plus Hibernate, which offers strong technical foundation for applying. The system has some excellence, such as uniform user-manage, detailed querying ticket, multiple browsing-way, normative controlling operation and expansibility.This paper introduces what is Telecom Query-Ticket System, which is based the Struts framework and built as B/S structure, and its internal development and the background of Telecom affairs. Then it introduces the Struts framework, which based on the MVC model, and relative technology, such as Spring and Hibernate. The paper analyzes the general demand for functions of Query-Ticket, and the complex software design workflows. At last, this paper provides a Query-Ticket application instance based on this system, and generalizes the development of the system.
