Location-Based Services (LBS) can be seen as a wireless IP services that use geographic information and the position of a mobile terminal to serve a mobile users. LBS are conveying a concept that"People can enjoy the spatial information service in any place, at anytime". LBS, a product of integration of geographic information system, mobile communication and embedded system, reflect the trend of wild spread of using spatial information. It is going to have to promising market. However, the first generation of location-based services were closed, stand-alone applications. They were not primarily designed to communicate with other applications and systems. Since it is an emerging industry, China still lacks a complete platform and standard of LBS.The purpose of this paper is to research the OpenLS (Open Location Service) specification developed by OGC and design and implementation of Location-Based Service platform. This paper covers mobile communication (wireless network), software interoperation, XML marshing and unmarshing, GIS, mobile phone positioning.In beginning of this paper, we introduce the evolution of LBS and researching progresses worldwide. After analysis of existing problems of current systems, we propose a researching platform based on OpenLS. Then we explore many details of OpenLS specification and LBS related technologies. We propose and implement a software framework of LBS with SOA architecture, which are composed of transfer layer, service engine and data layer. Based on the framework, we propose the design and implementation of Gateway Service and Directory Service. In the last chapter of this paper, we inspect pitfalls and advantages of this platform and point out the future work of this paper.
