Along with the fast progress of the communication network technology, the current network has the last mile access problem. Power Line Communication (PLC) is a new technology as a solution of last mile access problem, it has special advantage, such as wide coverage, easy to set, high transmission speed. Along with the development of the Power Line Communication technology, it has very wide future. Because the access method of PLC is shared bandwidth, the bandwith is shared by the users of the same cell. So there are some problems that users occupy the bandwidth without any limitation. To resolve this problem, we develop the bandwidth management software on the PLC access equipment.NGN means the Next Generation Network, it's a milestone in the telecommunication history, it indicates the coming of the new telecommunication network. NGN inherits the existing telecommunication technology, it's a network system that takes the soft switch as the control core, takes the packet switch as the transport platform, integrates many access methods(including PSTN,Mobile Network). NGN has obvious advantage compared with current technology. Session Initiation Protocol(SIP) is one of the key technology of NGN, according to sip we can design a soft switch system. The soft switch system should have the network management system to manage the servers in the system. We propose a Web-Based Management(WBM) method in the soft switch system, and this method uses WBM server to manage the equipments in the system.This thesis bases on the development work of PLC access equipment and Web-Based Management server in soft switch system. It detailedly describes the implementation of the flow control module and Web-Based Management server. The thesis is divided into two parts. The first part introduces the design and implementation of the PLC bandwidth management software. The second part introduces the design and implementaion of the Web-Based Management server.
