H.264/AVC is newest video coding standard of the ITU-T Video Coding Experts Group(VCEG) and the ISO/IEC Moving Picture Experts Group(MPEG). It adopts many advanced video coding methods. Compared with existing video coding standards, H.264/AVC not only has achieved a significant improvement in compression performance, but also has better structural design which made it more adaptive for network transmission. So it would be wildly used in IP networks and wireless networks.But the enhancement of compressing is based on rapidly increasing of compute complexity, which has been the main hindrance of massive application. In order to make H.264 be more conveniently applied in streaming media, it is necessary to optimize the H.264 video algorithm complexity.First, the article analyzes the technical features and coding process of H.264.Then the principle and complexity of rate distortion optimization are evaluated in detail, and a novel fast algorithm of inter prediction is proposed based on correlation of macroblock in spatial domain. The algorithm is implemented on H.264/AVC test model JM9.8.Extensive experimental results show that video coding time decreases greatly while video quality and compression performance have little reduction.With the emergence of broadband access networks and powerful personal computer systems, the demand for network-delivered full-motion streaming video is growing. Streaming media technology can be widely applied in multimedia news release, distance education, video on demand and so on. It will bring revolutionary changes in network technologies and affect the manner of people's work and life. Based on the MPEG-2 TS(Transport Stream) and ISMA(Internet Streaming Media Alliance) steaming media transmission mechanisms, this article proposes a new transmission method for MP4 file format. It is suitable for the characteristics of IP networks, and reduces streaming media server load significantly. Experimental results show that the transmission efficiency has been greatly improved compared with MPEG-2 TS.
