The thesis introduces Geographic Information System (GIS) into digital video surveillance management system, after analyzing the composing and application of digital video surveillance management system,the managing mode of the equipments and the functions of GIS. The system is based on Visual C++.net,MapInfo Professional 7.0,MapX 5.0 and SQL Server database. GIS improves the system's visible degree and makes the operation much easier. Through some easy operations such as selecting an object in the map, managers could roundly master the space distributing status of the controlled objects and obtain their resource information correctly and timely. In virtue of the advantages of GIS, managers would be provided with assistant decision-making evidence after abstracting and analyzing. Additionally, the system with GIS is to supply users with more perfect and considerable service.The thesis first elaborated the characteristic and present application of the video surveillance management system. In view of the problems and shortage in former application, the thesis expatiates the significance of introducing GIS into the system. The thesis also researches the principles of GIS,key technologies,developing modes and developing tools. The thesis expounds the collectivity design of the whole system and the design of the GIS module. Besides realizing some surveillance functions, the thesis focuses on the research of a series of important problems and key algorithms of the shortest path analysis system, which is an important part of GIS, and some experiment analysis and improvements have been done in it. The achievements gained from this subject can be summarized as following:(1) Since the importance and complexity of topotaxy in GIS, the problem of topological build has always been a focal point in the GIS research domain domestically and abroad. Based on the data characteristic of MapInfo city road network, this thesis investigates the clip and generation of topotaxy and presents a solution scheme of topological build, which successfully realizes the high efficiency of whole build process and solves the problem of the automation of topological build.(2) This thesis performs experiment analysis on typical shortest path algorithms, through which it select and determines the most efficient shortest path algorithm and realizes the function of the analysis of shortest path.(3) Utilzing the VC++ development platform, the thesis accomplishes development of path analysis system by integrating MapX and develops a high efficient path analysis system, which can satisfy the application requirements perfectly.At present, the GIS system realized in this thesis has come into service in the surveillance system of "Safe City" and it has greatly improving the abilities of quick response and integral commanding and fighting of police affairs department.
