Recently, with the comprehensive and in-depth development of E-government initiatives, we meet some obvious problems——the sharing difficulties of information, the separation of government business and the lack of individual services. The basic solution to these problems is E-Government's resource integration. A key issue of the integration is how to ensure the consistency of the data which are shared by lots of government departments.The government user management system in a distributed setting is a shared system related to a lot of departments. It not only achieves the information integration effectively, but also promotes the speed of search and reduces the degree of management complexity by making use of directory services to store and manage the user's information.This dissertation analyzes in details the directory service protocol LDAP and researches in depth the replication mechanism which achieve the data consistency. Then it offers a method to deal with the data consistency. The method is based on replication mechanism of LDAP with the example of government user management system. It makes use of multi-master replication and Active Directory which includes the strategies of update propagation, the technique of collision detection and the concept of sites which administrate and control the information synchronization. The method is used to design the directory tree, deploy the domain controllers and sites, then use Knowledge Consistency Checker to create automatically a reasonable, available and reliable replication topology. The method optimizes networks and improves the performance of replication, in addition, it effectively carries out the consistency of user's information among every department.
