With the development of telecom technologies and network technologies, Internet is going to the next generation. Soft switching is one of key technologies of NGN, which implements serval functions including switching control, connecting and transporting in software way. Supported by soft switching, Internet is becoming a platform of global public information transmission which provides many kinds of services and conform different needs of people. Network traffic management is an important means to keep the soft switching working well. Due to the connectless characteristics of IP protocol and the idea of best-effort service in IP network, the guarantee of service quality can not be provided, and the monitoring and management of network resources can not be reached in tradiational IP network. Therefore, it is necessary to study network traffic management technologies that support traffic classification and provide different quality of service for specific network applications. It is important for the NGN that supports soft switching applications.Under the environment of IP based soft switching application, the application model of soft switching and different modes of network traffic management were studied. The main works of this dissertation are as follows:①In the framework of NGN, the soft switching technologies that supported the requirements of NGN applications is studied. A scalable soft switching application model SSAM is proposed for IP network. This model is scalable because of the separation of application and transporting control , which supports different applications flexibly.②A network traffic manager based on SSAM is designed. This traffic manager has scalable and layered architecture. It supports the classification and identification on different network traffics. The statuses of different traffics can be monitored. The traffic control and management towards different users, service types, bandwidth requirements and qualities of services can be implemented. The network can be operated more efficiently.③The network traffic manager based on SSAM was implemented on Linux platform. The results from some experiments show the correctness and efficiency of this manager.
