As a relay platform for control and data collection of the system, the wireless telecontrol buoy can not only receive the asking signal from the targets and the responding signal from the transponders, transmit the controlling command from experiment ship to every transponder at the bottom of the sea, but also can bind up the information of itself and the targets (including the transponders) together and transmit it to the command ship through the radio-communication chain. In this paper, the validity of the united detector, which is composed of adaptive Notch filter using LMS algorithm and instantaneous frequency variance detector (VIFD) has been simulated and proved under the simulated system circumstance. It has effectively enhanced detection ability for signal, resolved the problem of sharp pulse interference and resisted the leakage from near by channels.According to system function and index need, it has introduced chip's selection, definition of hardware interface for two pieces of TMS320C5509A and definition of peripheral circuit, and explicated the realization of algorithm for adaptive Notch filter and instantaneous frequency variance detector (VIFD), as well as debug process for function module, such as signal detection, telecontrol instruction. It is the kernel part of this paper.Design of transmitter is another important part of the paper. The selected transducer, circuit design of power magnifying and their impedance match have been recommended with the demand of high-power and constant transmitting. In the last part, the time delay precision and the target track of buoy system in sea trial, which basically satisfy the demand of the system, have been showed.
